Did you download the file or try to install it directly from the website? 
If the former, you have downloaded an installer which you have to run before
the software is installed.

Get a cd directly from a reputable dealer.  Not all dealers on the
openoffice.org list are necessarily reliable, so check them out.  eBay seems
to be a bad bet both price-wise and delivery-wise.
