As long as the first download completed normally, you should not have to download again. Downloading OOo does not install the program. You've got the software available to install now, just as shopping gets groceries into the house, but doesn't put dinner on the table. You'll have to find the file you downloaded. It will be named something like 'OOo_2.1.0_Win32Intel_install_en-US.exe'. If you don't see it on your desktop, search (open windows explorer and press the 'F3' key, then enter OOo*.exe in the 'look for' box) for it. When you find it, double-click the file to run it. It is a self-extracting file that will create a folder with all the installation files in it and will run the setup program. Follow the prompts and read each dialogue box carefully. Once the installation is finished, you should have a start menu item for OpenOffice.org.
