Have you tried
<windows> <'> <e>

On my keyboard, <windows><<e><'> gives me nothing but
<windows> <'> <e> = é

What output do you get in ooo?

Also, check that the font you are using in ooo has é

On my Windows XP system using OO 2.1, <windows> <'> <e> gives me *two*
characters, an apostrophe followed by "e". It does *not* give me an acute
accent *above* an "e" which is what is required. Also, I can get the
apostrophe by simply hitting the apostrophe key (immediately to the right of
the colon/semi-colon key), so the <windows> key has no effect whatsoever.
And yes, I do have e-acute available within OO.
