OpenOffice itself is not web based. You do need to download and install. There are however some web based alternatives that can work with ODF file formats (eg, http://docs.google.com/) but none that work with presentation (that I'm aware of)
OOo Impress (the powerpoint replacement portion) can certainly import .ppt files.
