Sounds like you had a corrupt "uninstall". Go to your 'Add and Remove
Programs' and if there is any OOo reference there, uninstall. That won't
help much, but lets make sure that the main program reference is no
longer there. Now go to:
http://www.ccleaner.com/ and download & install ccleaner.
Take the "tour" http://www.ccleaner.com/help/tour/ so that you'll know
that I'm about to explain.

1. Run the cleaner (http://www.ccleaner.com/help/tour/?4)
2. Run it again. Run until everything is clean.
3. Scan for issues (http://www.ccleaner.com/help/tour/?5)
4. Fix the issues. *Be sure to select the option to save a copy of your
registry*; the 'fix' will be to delete the crap (that's why its call
ccleaner) in the registry that is left over from old programs and bad
uninstalls etc., it is generally safe to do this.
5. Scan for issues again. You won't need to make a copy of your registry
this time as you already have a copy from the first run. Repeat until
all is clean.
6. Reboot.
7. Reinstall OOo 2.1 per the instructions at:
http://download.openoffice.org/2.1.0/instructions.html

Note: I've used Ccleaner on my windows systems and my customer's systems
(Win2KPro, Win2KServer, WinXPHome, WinXPPro) and have never had a
problem with it. However, as with all 'registry' cleaners I recommend
that you save a copy of your registry before doing anything.
