The following formula stopped working when I started a new sheet for 2007. The part that is not working is the test of the cell I7.

The clean(I7) function had no effect. The left(trim(I7)) function solved the problem.

Good-oh!

To me this means that there must be something else in the test cell other than E

Indeed.

If you want to investigate further, try looking at the value of "=LEN(I7)", entered into a spare cell. If the value is anything but one, you can see there's something else in I7, in addition to your "E".

Then copy the entire cell I7 and paste it into a new Writer document. But instead of using the normal Paste, use Edit | Paste Special... and then select "Unformatted text". This will paste the text, but without the containing cell. Switch on View | Nonprinting Characters, and you will then see an indication of anything extraneous that you also have in I7 - such as a blank or blanks.
