Dear Joseph,
No there's no component similar to Outlook nor Front Page in OpenOffice.org.
Altought you can save your documents as webpages using OOo, I would
recommend the usage of SeaMonkey:
http://www.mozilla.org/projects/seamonkey/.
It includes both a mail client (like Outlook) and a WYSIWYG HTML editor
(like Front Page) plus a full featured web browser, an address book and
an IRC client (it's a bit like the office suite of the internet).
