I get different behaviour. I did not time the first run but it was a long
way short of 17 seconds; I estimate about half that. The second opened the
dialogue virtually immediately.
I exited the software and re-started. On first run, the dialogue opened
within 3 seconds. The second opening was again virtually immediate.
I have version 2.0.2 on a Linux OS (Xfce desktop where everything seems to
happen faster).
