I suspect that the difference is primarily coming from a different
monitor dpi setting between the two applications. AFAIK, OOo uses the
values provided by X, whereas Gimp defaults to the X settings, but also
prompts you to calibrate it's own values. So it's possible that Gimp has
a different dpi setting.
Gimp's setting is under Preferences > Display.
You can check the X setting with this:
$ xdpyinfo | grep -B1 dot
dimensions: 1280x1024 pixels (313x230 millimeters)
resolution: 104x113 dots per inch
These match Gimp exactly for me (and I ran through the Gimp calibration,
to double-check what the system determined automatically), and
copy/paste from Draw to Gimp gives accurate results.
Note that Draw seems to add 1 or 2 pixels on some sides that are not needed.
I did find that I needed to use an existing image window in Gimp, then
use Edit > Paste as New to get a new image of exactly the size of the
drawing on the clipboard.
You can also just use a screenshot of the Draw window at 100% zoom, then
trim that as you like in Gimp.
The big problem that I have with this workflow is that Draw always
includes the page background, whereas I mostly want that to be transparent.

I suspected the difference in resolution was exactly my problem, but I
approached it from the wrong angle trying to change the DPI in Draw...
Since the screenshots come from a windows program I hope that the GIMP
version for Windows offers the same option, if not I will have to take
all the screenshots and then reboot... a bit of a bummer but not so
dramatic.
I will let you know when (if) I have managed to sort it out.
