I think that you'll find that if you reboot OOo will take the previous 15-20 sec as before. I think what you are seeing is OOo cached in memory. I just tried as you suggested & rebooted & OOo takes its usual start time of ~23 sec on a 700MHZ/256 Ubuntu (Feisty) linux machine - OOo is 2.2 from OOo not Ubuntu. Following that it only takes about ~4-5 sec to restart after closing.
