I think people who need to open a lot of these files reasonably expect to be
able to open them without changing file extensions or going through the File
>Open >Select file >Select file type process.  In any case, those are the
two methods generally available.  

I have, IIRC, seen some reference to Windows users being able successfully
to associate the extension .tsv with Calc in recent versions of OOo.  OOo
has insisted on using Writer (why that should be the default, I don't know)
regardless of any associations which I set.  There are also macros available
on the forum to force OOo to open a text delimited file in Calc regardless
of the extension.
