I did it too (some weeks ago) - from now on was working e.g.:

- switching language of UI (language packs)
- stable (un)checking available language modules (spell checking etc.)
- stable (un)checking user dictionaries
- settings like 'hyphenate without inquiry'; or
  hyphenation: chars before/after line break; or
  'check in all languages' ...

AFAIR, I tried to find a solution since OOo 2.0.3 (WinXP)
(Possibly causes [it was _not_ quickstart.exe]:
- Loading additional dictionaries from web with wizard
- Installing language packs)

All other workarounds were neither sufficient nor stable ...
