Thanks for your comments

I have the Quickstarter disabled as I never use it anyway.

UK-English remains the default until I shut down OOo but it reverts to
US-English when I reload.  I have also tried shutting down the PC
completely to be sure!

Have you tried to remove the following file?
C:\Program
Files\OpenOffice.org2\share\registry\data\org\openoffice\Office\Linguistic.xcu?

It might help you, at least it won't hurt. There is another one at:
C:\Documents and Settings\<user name>\Application
Data\OpenOffice.org2\user\registry\data\org\openoffice\Office

It seems like OpenOffice.org copies the first one to the second path when it
starts, which is the same thing as erasing your settings. However I am not
sure THOSE settings are in that file. It's harmless to try it anyway. If you
want to be 100% sure you are not causing any damage, don't delete it, just
rename it to something like Linguistic.xcu.old or something like that. Still
talking about the file at C:\Program
Files\OpenOffice.org2\share\registry\data\org\openoffice\Office\, if you
think this was a bit confusing.
