This aspect had given me some new inspiration - ;-)
a workaround I tried with success ->
'The Guerrilla Way (a long way off perfection)'.

Changing all "es_CU" (Cuba) entries to e.g. a not installed Spanish
language module as "es_DO" (Dom. Rep.).

"es_DO" (Spanish - Dom. Rep.) is a language module, possibly to
activate and to find in 'Options ...' or styles *before* having it
installed - "es_CU" (Spanish - Cuba) is *not* (it's missing everywhere
in user interface).

Instead of (see above)
<prop oor:name="es-CU" oor:op="replace" oor:type="xs:string">
->
<prop oor:name="es-DO" oor:op="replace" oor:type="xs:string">

And in ...share\dict\ooo too, e.g. instead of
'es_CU.aff' -> 'es_DO.aff' etc. ...

Also in 'dictionary.lst', instead of
'DICT es CU es_CU' -> 'DICT es DO es_DO' etc ...

At the end of all renaming you've the Cuba language module in the
clothing of Dom. Rep. (and it's harder to find for CIA ;-)) ...

Thanks ! I had tried this workaround also but with es_SP with no luck so I
thought it was a dead end.
But I'd searched too quickly for the locale id : it's es_ES for Spanish and not
es_SP !!!
