OOo will do just fine. Publisher's main features are working with frames
which was Word's primary weakpoint. You can build a brochure, flyer,
newsletter etc., with OOo as you can with Publisher (at least the older
versions). So, you might say that OOo has an MS Publisher equivalent
already built in. OOo might not have all of the ready made templates
that Publisher does, and it may take some learning to accomplish the
task, but OOo can do just about anything that Publisher can do.

Scribus is good (I use it on occassion), but memory & CPU intensive.
