No OpenOffice can only create PDF files but cannot read or 
convert them. There is software available free on Linux 
that can convert PDF files to plain text that can be copied 
into OpenOffice and formatted.  Adobe 7 reader can do this 
with files that were created electronically and saved to 
PDF.  If the PDF file has an image of text there is some 
very expensive software that can convert image text into 
editable text that can be copied and formatted.
