Probably not. The most likely scenario is that you have the default language set to English (Canada) or perhaps even French (Canada), but you have not installed the relevant dictionary. The default OpenOffice package comes bundled with some dictionaries, but neither of the Canadian ones are included. If there is no dictionary, OpenOffice simply doesn't find anything to complain about and says everything's OK!
Go to File | Wizards > | Install new dictionaries... and follow the instructions to download and install what you need.
If this is not the problem, you may have some settings not appropriately set. If so, ask for further advice if necessary.
