Go to the menu Format -> Paragraph -> Borders for a box that lets you choose which sides of the selected paragraphs should have lines, thickness of lines, spacing of lines, color of lines, and shadowing. You can also remove lines here.

Play with this a bit to see how it works. It is not immediately intuitive to some users, but all box screens in OpenOffice.org work like this. The triple-hyphen entry method is just a short cut which allows you to add a single line to the bottom of the previous paragraph. Once added, however, you must use the bordering box to remove it (or remove the entire paragraph).

You can also modify or create paragraph styles with borders though F11, select style, and then select the "Borders" tab.

I don't know of any way to add boxes around individual words.

Nor have I seen your problem of three lines being added. Of course, if you create a new paragraph by splitting a paragraph with attached lining the new paragraph will normally have the same lining.
