Just to answer this question, no it isn't. It is the backup of the last version of 
your file manually saved (either with CTRL+S or save button). When you open a file or 
save it manually, a copy is also written in this backup folder (if the option has 
been activated in the Tools>Options>Load/Save settings).

Not sure for your first question but I don't see how you can recover the file 
if the recovery process crashes OOo. Sometimes, users have the time to CTRL+A 
to select all the document and paste it afterwards in a new one.
