If you download StarOffice & patches from Sun you'll find that their
files *are* signed. I seriously doubt that Sun have any Windows servers
(except in the test lab).

How can I verify that the downloaded file is OK?

You can verify that the downloaded file is error free by doing an MD5
checksum validation. The MD5 checksums for each release can be found on
the specific download page for that release. Navigate to the latest
release information via the Download tab visible at the top of most
OpenOffice.org web pages.
