Yes, that was my conclusion also.

What, for example, do you get on a
notepad in your Dapper distribution, Hagar, if you perform Ctrl + Shift + U,
type 2190, and then hit the space bar ? In Feisty, I get ←, just as I do
when following the procedure in Gmail, as I have just done....

Same as you, it works fine for me everywhere except in OOo. NB: the 
CTRL+SHIFT+U does not work, I've to keep CTRL+SHIFT while typing the code but 
perhaps it's linked to the fact that I use a laptop without numpad.
