Right click on the picture and select "Picture..." from the menu, or
"Format -> Picture..." from the main menu. In the picture dialogue,
click the "Wrap" tab and set the "Spacing" to your requirements.
I don't think you really mean that you want a "white border", but if I
am wrong, check out the "Borders" tab in the same dialogue window.
