In the options -> language window my local is set to Dutch
the language is set to English and the USer interface is set to default.
I hope there is just a setting that I must change, because at the
moment the spell checker is unusable for me :(

The first thing to do - as you have done - is to look in Tools |
Options... | Language Settings | Languages and set your default
language. If, by chance, this change does not stick when you next
start OpenOffice, it may be that the Quickstarter is holding on to
configuration files and preventing their being changed. If so, try
closing the Quickstarter first, making the change, and then
restarting OpenOffice. But that's very probably not your problem.
The language defined for any part of a document is a property of
character styles as well as paragraph styles. Since these are set
within and saved with the document, changing the default language
will not change the defined language for any existing documents. You
need to change these by changing the styles used in those
documents. To do this, put the cursor into a relevant paragraph (or
select multiple paragraphs, or even the entire document) and then use
right-click | Edit Paragraph Style... | Font to change the language
of the relevant paragraph styles.
Note that if, perhaps, you need to create documents in a mixture of
Dutch and English, you can create separate paragraph styles for each
language and have different paragraphs within the same document
spell-checked against the appropriate dictionaries.
