You need something like:
=ROUNDDOWN(x)&"'"&MOD(x*12;12)&CHAR(34)
This concatenates the integral part, the feet symbol, twelve times
the fractional part, and the inches symbol. You could tinker with
this idea, for example by adding the ROUND function to the inches
part if you wished.
If you need more control over the format of the separate parts, you
could use the TEXT function, which allows you to specify the number
format in the usual way. Then you could concatenate the results of,
perhaps, two TEXT references and the required feet and inches symbols
