To do the reverse try (assuming 12'10'' or whatever is in f1)
=VALUE(LEFT(F1;FIND("'";F1)-1))*12+VALUE(MID(F1;FIND("'";F1)+1;LEN(F1)-FIND("'";F1)-2))
Using a single quote for the feet and 2 single quotes for the inches.
