I have no idea what Microsoft Project files are but the place to get them
would be from Microsoft. Openoffice has nothing to do with Microsoft. Try
googling "Microsoft Project files" and I'm sure you'll find out how to
obtain them.
Microsoft Project is a relatively little known Microsoft application
that does stuff in the PERT, GANNT, Critical-Path-Method line. It is not
unreasonable to hope that OpenOffice.org would include it (it would much
more sensible, really, than some of the things OOo is asked to add),
though, as we know, OOo does not at present have such a feature.
I don't know whether there's some other FOSS package out there that does.
