You did not purchase OpenOffice from openoffice.org.  You bought it from
someone who decided to sell OpenOffice.  You'll have to contact them. 
As you already have StarOffice, you don't need OpenOffice, as they are
essentially the same product, with a few enhancements in StarOffice.  If
you need a more capable publisher application, you may want to look at
Scribus, which is also a free download from http://www.scribus.net.  If
you need something that can read & write MS Publisher files, you have to
buy Publisher as nothing else is compatible with it.

Incidentally, OpenOffice is available as a free download from
www.openoffice.org.
