These are both aspects of the AutoInput function in action It's not a bug: it's a feature! The suggested completions and corrections are based on existing values in the same column. The good news is that you can disable this if you prefer (and you sometimes need to): go to Tools | Cell Contents > and remove the tick from AutoInput.

2) why is there no "Bold" cell outline option box ?

Do you mean you want the cell borders to be bolder?

o Right-click on a cell (or select a range of cells and then right-click in the selection). o Select Format Cells... | Borders. (Or just go to Format | Cells... | Borders.)
o  Select Line arrangement, Line Style, and Line Colour.
