We have a group of people that need to collaborate on a single MS Word
doc.  It's a large document and the use of the TOC in Word is very
important.  We tried Google Apps, but there is no TOC function.  Someone
mentioned to me that openoffice is a free tool that we can use.

OpenOffice.org is quite compatible with Microsoft Word, but it's collaberation tools may not be quite as strong. As OpenOffice.org is free to download and use, it might be worth trying an experience with a "safe" document.

We
really need SharePoint services, but our IT dept. can't implement it
fast enough for us.  Please help!

Microsoft Sharepoint doesn't play nicely with OpenOffice.org. (There are workarounds, but they involve extra work.) You might want to have a look at O3Spaces (www.o3spaces.com), which is a very similar product, but works well with both Microsoft Office and OpenOffice.org. Alfresco (www.alfresco.com) might also be worth considering.
