No: you very probably do not need to download or install the application again - at least until you have better explained what happens! When you say the paste function is not available, do you mean:
1. that it doesn't appear in the context menu, or
2. that is doesn't appear in the Edit menu, or
3. that it is greyed out in the Edit menu, or
4. that them item appears in the relevant menu(s) but using it does not produce the expected effect?

There are a number of possibilities:

o There is nothing on the clipboard to paste. If you have not copied anything since starting your system session, there will be nothing on the clipboard to paste. In this circumstance, the Paste menu items will be very properly disabled. Copy something and see if that solves the problem.

o You have opened a read-only spreadsheet document file. In this case, you would not want to make modifications to the file. Press the Edit File button in the Standard toolbar and accept the offer to create an editable copy. Does that allow you now to paste material? If so, either use your operating system to change the read-only status of the file or else create a separate copy to edit, as appropriate.

o The spreadsheet document, or perhaps just the sheet you are working on, is protected. Go to Tools | Protect Document... and remove the tick(s) from Sheet... or Document... as the case may be. If you are challenged for a password, then the person that provided you with the spreadsheet document did not want you to make modifications. Consult them for advice.

o You have simply lost the Paste entry from the Edit menu. A workaround would be to use the Paste Special entry or the Paste entry in the context (right-click) menu. If necessary, you can recover the lost entry by going to Tools | Customize... | Menus. Select the Edit menu and press Add... . You will find the Paste command under the Edit category, of course. (Incidentally, I believe that such customisation is stored independently of the installed application - probably per user - so reinstallation would not correct this.)
