Yes, I think I can.
This error seems to be associated with file system encryption, either
of the installation file or, presumably, of the folder containing
it. Right-click on that .msi file in the installation files folder
on your desktop and choose Properties. On the General tab, select
Advanced... . Is the "Encrypt contents to secure data" box
ticked? If so, remove this tick (possibly temporarily) and try the
installation again. If necessary, do the same to containing folders.
