I've solved the system-wide problem, but am still in the dark for the aspect
specific to OOo. System wide, the problem was my ignorance and unfamiliarity
with Linux, in which I am still quite new. Although I had set up languages
(Hebrew and Russian), I had not done the same for keyboards. I can now write in
all three alphabets in arbitrary applications, including OOo, by clicking on
the keyboard applet until the right national flag comes up. I hope that is
clear.

But this is still not using the CTL facility of OOo. The "Enabled for CTL: is
still greyed out (and checked), and I have not been able to find a way to
switch between "Western" and CTL languages. It might help me if I knew what
action _should_ toggle between the two. Since only two languages are involved,
I would have expected the same behavior as that used in other OSes, namely
Right<Alt+Shift> goes to CTL and Left<Alt+Shift> goes to "Western".

I'm going to post this on an openSuSE forum as well, but without much optimism
-- I think there are not many CTL users on that forum. Now that the problem is
reduced to one specific to OOo, this venue seems more likely of results.
