It is hard to judge what exactly the situation is in non technical sense, what the 'playing field' is you have.
What I would think of in a situation like this:
- show that the spreadsheet can open and work (mind the remark about shared working - see also IssueZilla #8811 ); - tell about the bad performance when opening, that however is about 100% better than for a year and also that work is going on to further improve that (both are true); - explain however, that the best solution is to make a database, and that that needs some extra time.

Furthermore I guess it will be possible to present a party functioning database on short notice, and with help of some smart DB-guys in the community, have it all done in reasonable time.

I hope this helps, but am confident that you'll find a solution in one or another direction.
