To my knowledge, there is no way to do this in Writer.
This is more of a graphics task, and it can be accomplished using Draw,
where you can overlay objects with no restrictions. Just use lines to
create a staff, and use the "Text Box" object with your music symbols
font to add notes and other markings.
It can also be done with graphics objects in Writer (use the Drawing
toolbar), but unless your needs are extremely simple (just a few notes),
I think you'll find that Draw is far more convenient.
If you prepare a graphic in Draw, you can easily include it in a Writer
document.
You may also want to consider using a dedicated music composition
application, e.g. Lilypond, if you need to typeset 'real world' music.
Doing something like that, even in Draw, would be a huge amount of work.
There is already an OOo extension that "marries" Lilypond and OOo to
allow music samples to be integrated into a Writer doc, much the same as
Writer integrates with OOo Math for formulas.
