Microsoft Access 2003 EOLs (mainstrearm) 14 April 2009. All other
versions of MS Access have been EOLed.

It also means that you will have to buy MS Access to create your
database. Then distribute software that can read the MS Access
files. (MS Access files can't be read on a *Nix platform, unless
WINE is installed. The user also has to install MS Access ---
something which the current MS license may prohibit. Support on MS
OS-X is "iffy", at best.)

If you install the appropriate drivers, you can read Access files
using OOo on Windows. (The required drivers don't exist for Linux.)
You can neither create, nor edit Access files using OOo.

My suggestion would be to toss out the work that you've done, and
restart your project from scratch, using a database that is
cross-platform.
* SQLIte;
* PostgresSQL;
* MySQL;
* OOo Base;

With any of those, you can distribute OOo, with the appropriate drivers.
