Hi Frank,
I think the OP is asking about Speech Recognition. Festival is a
text-to-speech synthesis program, which would be useful for the blind or
someone with ALS like Stephen Hawking. He seems to want a speech
recognition program that converts speech to text: you speak into a
microphone and what you say appears on the screen. Dragon Dictate would be
an example of a speech recognition program.

Actually "voice recognition" can be used to refer a third type of program
mainly used in a security context. You are not interested in the content
but only identifying the individual who spoke. The OP clearly didn't mean
this sort of thing.
