This one may depend on spec's of the machine being used. Was it faster in
previous releases on the same machine?

Only took a couple of seconds for me as well, and my computer is more
than a year old and was not a top of the line computer when I built it
either. I do, however, have 4GB of RAM.
OOo 2.3 took well over a minute to open the Excel file. 2.2.1 on the
same machine took about 15s.
Turning off auto-recalculate and manually recalculating using F9 was ~7s
in 2.2 and >1' with 2.3.
Trying to work with the sheet in 2.3 was nearly impossible: even things
like resetting all cells to default style (Ctrl+A; Ctrl+Shift+Space)
took >>1' (with recalc off). Changing the default number format to
"0.000" and optimizing the column widths "crashed" (I gave up after
about 3 minutes of 100% cpu).
Memory use did not seem to change with either version.
Removing the chart brought the recalculation times down to <1s in 2.3;
the old chart module in 2.2 did not have nearly the performance impact.
