I do not think this is a bug although I agree that it is a bit confusing. When you start the presentation mode, you can still switch to the "normal" view, but you will notice that all the buttons are grayed out, in fact you are not supposed to modify the presentation while it is displayed. I would agree (and invite you to file a request for enhancement) that while the presentation is running the "normal" view should switch to read only mode. I personally find the possibility of displaying simultaneously the presentation and the "normal" view quite useful when giving a presentation: the projector shows the presentation while my laptop screen shows the notes.
