Hold the Alt key down while using the mouse to drag the Recovery window up. You should then see the Start Recovery button.
     Using the Esc key (Escape) is suppose to close this window as well.
Are you sure you have the correct resolution set for your monitor and video card? Sometimes setting the screen resolution too low will cause these windows to expand beyond the screen. This seems to be a possibility in your case.
