Not sure of the details, but I was provided a spreadsheet from a user
from Europe (I'm in the US) that displayed this behaviour. I could not
reproduce on my systems (linux or windows) despite having the exact same
spreadsheet. I tested on:

OOo 2.3 (linux): cannot reproduce
OOo 2.1 (linux): cannot reproduce
StarOffice 8 (linux): cannot reproduce
OOo 2.1 (Windows): cannot reproduce
StarOffice 8 (Windows): cannot reproduce
MS Excel 2002 SP3 (windows): cannot reproduce

We checked all of the standard date settings in OOo and they matched.
The only thing that didn't match was the system locale timezone
settings. So messed up calendar/timezone libraries would make sense. I
seem to recall that Evolution had a similar problem during the last
major daylight savings time changes. Anywho... glad to see that they've
pinpointed the cause :-)
