The Quickstarter is controlled by the setting at Tools | Options... |
OpenOffice.org | Memory | OpenOffice.org Quickstarter | Load
OpenOffice.org during system start-up. Set it there and then restart
Windows to see the effect. Note that having the Quickstarter
operating means that part of OpenOffice has been loaded when you
start Windows. You get faster starting when you need OpenOffice, but
your system runs slower when you are not using it, since some memory
is occupied by OpenOffice even then. It's your choice.
I think one reason that later versions of Microsoft Office don't have
the toolbar built in is that it became a regular facility of Windows
instead. If you want an OpenOffice toolbar in Windows, navigate to
the parent folder of the folder containing the OpenOffice program
menu shortcuts - probably something like C:\Documents and
Settings\All Users\Start Menu\Programs. Drag the OpenOffice.org 2.3
folder to the extreme edge of your desktop. (Don't drop it anywhere
else on the desktop, or you will have moved the folder there, which
you definitely don't want.) A toolbar springs into life. You can
now move, configure, resize, and reshape it as you wish.
