How have I to do to update the old one?

Are you referring to that "Quickstarter" icon on the panel?  If so, you
have to configure it for the new package.  Later versions use a wild
card, so that you don't have to keep on changing this setting.

I'm new to Open Office, and I have wished that OO had a feature like the MS Office 97 Tool Bar.  Am I correct in assuming that Quickstarter is a similiar feature?  If yes, how do I access it?

I have the latest OO v. 2.3 and XP Pro with auto updates.

The OpenOffice Quickstarter is used to load part of OpenOffice at boot, so that it starts faster.  It also places an icon on the tool bar, where you can right click to select which application you want to open.

To enable it, click on Tools > Options > OpenOffice.org > Memory and check the Quickstarter box.
