You may have to let on what file that was and what folder. What this the installation file, or some destination file and folder, or perhaps a temporary folder?

The Window Installer cannot open a file. This can occur if the relevant folder is encrypted.
o  Navigate to the folder named.
o Right-click the folder, then select Properties and Advanced... (on the General tab).
o  If there is a tick by "Encrypt contents to secure data", remove it.

This sort of problem may also occur if the relevant folder is not on a local drive. If you are trying to install from a mapped drive or even a removable drive, try copying the installation file(s) to the local drive first and then installing from there.

Other possibilities are that the Windows Installer is corrupt or not properly registered.
