After you download that file, you have to double click on it to start the installer.  You'll be taken through as series of panels, where you can usually choose the default values.  After the installation is complete, you should have an OPenOffice folder & icons in your Start menu, which you can use to start the various applications.  You should also be able then, to open those email attachments you have.
