Once again, this is an email problem and has nothing to do with
OpenOffice. When you uploaded the file to the server, you were supposed
to send the link to the file, not the file itself to the recipient. The
recipient will then click on the link, to download the file. This will
bypass any issues with the mail server blocking attachments or oversize
files.
As an example, below is a link to the OpenOffice download page. If you
click on the file link, it will download the file to your computer,
directly from the web site. That file will not pass through your mail
server, which means it won't be blocked by it. The same thing applies
to the file you're trying to send.
