Have you set the language in Tools>Options>Language Settings>Languages?
The "Default language for documents" should be set according to your
preference. If the language you choose has a tick and a little "abc"
next to it then the appropriate spelling dictionary is ready for use. If
not, not. Also, you probably want to ensure the "For the current
document only" box is *not* checked.
Oh, close the Quickstarter *before* making these changes, make them,
close Writer and only then, if you insist, restart Quickstarter.
Assuming you are using Windows, if the Quickstarter is running there
will be an icon for it in the System Tray; it shows two flying birds.
Right click on it and choose Exit.
