The short answer is no
OpenOffice file formats are different from Microsoft's file formats.
OpenOffice will read Microsoft's files except the latest Office 2007 but
Microsoft will not read OpenOffice file formats without an add-on.
OpenOffice version 3 is due to be able to read and write MS Office 2007
files.
OpenOffice can create either PDF, Word, Excel or Powerpoint format files
and they can be transferred to anyone else's computer. There may be some
differences but not that many
