First I am very surprised at the error message you say you get. OO 2.3.1
should just upgrade 2.3.0 without you having to uninstall first.
Have you tried Control Panel>Add/Remove Software to delete the OO
version on your system? If so, what *exactly* happened?
If that fails, carefully read and follow the instructions at
http://support.microsoft.com/kb/290301
Note that this is a Microsoft solution to a frequently occurring
Microsoft problem ...
