I assume you're running Windows.
After you download the file, you have to double click on it, to start
the installer. You should see several panels, as part of the install.
After the installation is complete, there should be an OpenOffice folder
and icons, located in the Start menu. Select one of the icons, to start
the various applications.
If you still cannot get started, please reply with more details about
what's happening.
