Haven't found a keystroke or key combination that will do what you ask
without some extra steps.

There's a "Database Shortcut Keys" entry in the OOo help. It makes no
mention of such a keystroke. I'm familiar with what you're requesting from
other databases. Believe it is called "ditto" in another application.

Regardless, let me suggest the following. Not quite what you're asking for
but if you've got a column that should contain the same value for many rows
it can be a time saver.
1. navigate to the field
2. enter the value
3. before leaving the field...
  3.1. Ctrl+A (selects everything in the field)
  3.2. Ctrl+C (copies the selected value)
4. navigate to the next row that needs this same value
5. Ctrl+V (pastes the copied value into the field)
Repeat steps 4 and 5 as many times as needed until a new value must be
entered. When a new value is entered start again at step 1.
